Limit internet speed?

Hi,I am shearing my internet with my room-mate,only problem is that he is always downloading something...sometimes when he stops I play some online games (World of Warcraft,League of legends,CoD Blac Ops etc.).Is there some way to limit conection like 50:50 or something like that? I tryed talking to him but we don't have a very good relationship.So is there way to send to my computer something liek 50-75 kb/s download speed and 20kb/s upload speed?
But where can i find that Qos control?

Use QOS control on your router. add a new priority rule for your computer's mac address or lan port, set it to max. set another rule for him at minimum. You will always take precedent over him on anything. You can also configure one for just your game.
