Budget Battles Ahead - And Some Are Getting It (Maybe)
What are they doing up there in Washington?
The message coming from the House doesn't appear to be garbled, doesn't appear to be snarky. It isn't driven by the need to ram something down our throat that the majority of the people don't want and it appears to be listening to the message from not only the voters, but economists and even to people like Moody's and Standard and Poors.
You know - the credit people - the ones who can immediately make the cost of our borrowing more expensive by a LOT?
These are the same people who took Ireland down 4 notches in credit rating.
The minute that happens, we start having to pay more for the money we borrow by issuing bonds. People who buy bonds from riskier sources want more in return for the higher risk, which means we have to issue bonds that will return more on each dollar.
And that just escalates our problems.
But the message that sends, even to the apologists who in their snide, crass, belittling way is that their perfect little laboratory world of statistical models isn't being adhered to by reality. That the world is paying attention and debt upon debt, whether it is by a person the left worships or the right worships, isn't good.
There are times where borrowing by the government may be necessary in the short term, but let's look at some of the things that the left and the right are arguing about as the vehicle careens towards the cliff:
- Don't ask don't tell in a military that will run out of money if the economy collapses
- Federal funding that won't exist for abortions, planned parenthood or even the centers that teach alternate methods to abortions.
- Healthcare
- Medicare
- Social Security
- Medicaid
- Welfare
- Amtrak
- Any little program that is frivolous on it's face value to either side of the aisle
Feel like this discussing CUTS instead of tax hikes?
There is a point where the money runs out, or runs out on the government that is trying to take larger and larger chunks of what they have gone to school, fought and worked for (in most cases) and sweated for away from them.
Then what?
As some states are finding, it's hard to tax people when they move across the border, and businesses are likely to go find an empty building somewhere else and build a factory all over again in an area where the tax burden and costs created by the government are far less. It's far cheaper to go start over, write off new equipment or installation costs and have cheaper labor, taxes, government and in some cases shipping and supplies (since the same government costs apply to those companies too).
No - it appears that for once, there is a light bulb over the heads of certain people in the new government, and that light bulb is shining on ideas to cut the burden on the majority of the people and find the money through redistribution from bad government programs to ones that ACTUALLY do help people.
Realistically, can we start looking at entire departments too? Departments that are just cycling money from the people to the Federal Government and right back to the states again? You know - with a giant chunk left behind to pay the mostly useless bureaucrats? The ones who don't create any product but red tape and regulation?
It's refreshing to see that there is a clear message coming out of the House now rather than, "We'll have to pass it to see what's in it." How anyone with a shred of intellect can back or defend a program with no knowledge of what is in it is beyond me, but some try.
The message that we are seeing right now?
No more spending. No raising of the debt ceiling without BI-PARTISAN negotiations - real BI-PARTISAN negotiations, unlike the last two years of almost no time and no hearings for bills, amendments or even questions in committees. The last two years of offering suggestions and ideas on how to fix things only to have someone stand up and lie and say there were no suggestions being offered.
Pony up to the bar, Mr. President. You may not like them, but there are other ideas being offered. There are other plans to even help people with health care instead of a giant government plan that failed once in Medicare and is doomed as any ponzi scheme to fail again (as it is around the world). Time to actually be presidential, quit spending a couple of billion on all your vacations, stop watching ESPN and come to the table.
But, now, you can't hide with the help of Pelosi and Reid Subterfuge, Inc.
Hey ALL Politicians? This is for you.
You know - the fact that the GOP actually offered some suggestions that, for the most part to most Americans seem to be utterly reasonable? Especially as they see the looming crises in Europe, Japan and South America as their welfare capitalism, socialist free market or what ever brand you want to try this week is failing.
Steak when you have 3 dollars in your pocket is an absurdity, and whipping out a credit card to pay for it (over and over and over and over again) when you know you won't be able to pay it back is both unreasonable and irresponsible.
And it seems like the GOP leadership is getting that. Are you willing to work with them as you have touted over the last two years, or was that lip service?
One thing suggested by the GOP that is a wonderful thing to hear is the idea of going to zero baseline budgeting - no more automatic increases, which will save us a tremendous amount over time and keep unnecessary growth from happening. No more 10% automatic increases each year, no more "spend it or lose it" mentality. Now it is prove you need it or lose it. Prove it is necessary or slash it.
Trust me, it'll get worse if we don't do this now. Look at the 2.5 trillion in public pension shortfalls because it keeps getting band aided. Look at the 85 trillion in unfunded liability on medicare. The 5 trillion in unfunded liability on medicare part D (already - this is only how old?). It comes from both sides and pain on both sides is what it will take to fix it.
Here is a list, thanks to Jamie Dupree, of the proposed 2.5 trillion in cuts. You know there are going to be howls of rage from the left, but then come to the table with your own cuts and we'll start looking at ALL of them.
Time for the sacred cows to all be herded somewhere for a severe weight loss program.
Ø FY 2011 CR Amendment: Replace the spending levels in the FY 2011 continuing resolution (CR) with non-defense, non-homeland security, non-veterans spending at FY 2008 levels. The legislation will further prohibit any FY 2011 funding from being used to carry out any provision of the Democrat government takeover of health care, or to defend the health care law against any lawsuit challenging any provision of the act. $80 billion savings.
Ø Discretionary Spending Limit, FY 2012-2021: Eliminate automatic increases for inflation from CBO baseline projections for future discretionary appropriations. Further, impose discretionary spending limits through 2021 at 2006 levels on the non-defense portion of the discretionary budget. $2.29 trillion savings over ten years.
Ø Federal Workforce Reforms: Eliminate automatic pay increases for civilian federal workers for five years. Additionally, cut the civilian workforce by a total of 15 percent through attrition. Allow the hiring of only one new worker for every two workers who leave federal employment until the reduction target has been met. (Savings included in above discretionary savings figure).
Ø "Stimulus" Repeal: Eliminate all remaining "stimulus" funding. $45 billion total savings.
Ø Eliminate federal control of Fannie Mae and Freddie Mac. $30 billion total savings.
Ø Repeal the Medicaid FMAP increase in the "State Bailout" (Senate amendments to S. 1586). $16.1 billion total savings.
Ø More than 100 specific program eliminations and spending reductions listed below: $330 billion savings over ten years (included in above discretionary savings figure).
Additional Program Eliminations/Spending Reforms
Ø Corporation for Public Broadcasting Subsidy. $445 million annual savings.
Ø Save America's Treasures Program. $25 million annual savings.
Ø International Fund for Ireland. $17 million annual savings.
Ø Legal Services Corporation. $420 million annual savings.
Ø National Endowment for the Arts. $167.5 million annual savings.
Ø National Endowment for the Humanities. $167.5 million annual savings.
Ø Hope VI Program. $250 million annual savings.
Ø Amtrak Subsidies. $1.565 billion annual savings.
Ø Eliminate duplicative education programs. H.R. 2274 (in last Congress), authored by Rep. McKeon, eliminates 68 at a savings of $1.3 billion annually.
Ø U.S. Trade Development Agency. $55 million annual savings.
Ø Woodrow Wilson Center Subsidy. $20 million annual savings.
Ø Cut in half funding for congressional printing and binding. $47 million annual savings.
Ø John C. Stennis Center Subsidy. $430,000 annual savings.
Ø Community Development Fund. $4.5 billion annual savings.
Ø Heritage Area Grants and Statutory Aid. $24 million annual savings.
Ø Cut Federal Travel Budget in Half. $7.5 billion annual savings.
Ø Trim Federal Vehicle Budget by 20%. $600 million annual savings.
Ø Essential Air Service. $150 million annual savings.
Ø Technology Innovation Program. $70 million annual savings.
Ø Manufacturing Extension Partnership (MEP) Program. $125 million annual savings.
Ø Department of Energy Grants to States for Weatherization. $530 million annual savings.
Ø Beach Replenishment. $95 million annual savings.
Ø New Starts Transit. $2 billion annual savings.
Ø Exchange Programs for Alaska, Natives Native Hawaiians, and Their Historical Trading Partners in Massachusetts. $9 million annual savings.

Ø Economic Assistance to Egypt. $250 million annually.
Ø U.S. Agency for International Development. $1.39 billion annual savings.
Ø General Assistance to District of Columbia. $210 million annual savings.
Ø Subsidy for Washington Metropolitan Area Transit Authority. $150 million annual savings.
Ø Presidential Campaign Fund. $775 million savings over ten years.
Ø No funding for federal office space acquisition. $864 million annual savings.
Ø End prohibitions on competitive sourcing of government services.
Ø Repeal the Davis-Bacon Act. More than $1 billion annually.
Ø IRS Direct Deposit: Require the IRS to deposit fees for some services it offers (such as processing payment plans for taxpayers) to the Treasury, instead of allowing it to remain as part of its budget. $1.8 billion savings over ten years.
Ø Require collection of unpaid taxes by federal employees. $1 billion total savings.
Ø Prohibit taxpayer funded union activities by federal employees. $1.2 billion savings over ten years.
Ø Sell excess federal properties the government does not make use of. $15 billion total savings.
Ø Eliminate death gratuity for Members of Congress.
Ø Eliminate Mohair Subsidies. $1 million annual savings.
Ø Eliminate taxpayer subsidies to the United Nations Intergovernmental Panel on Climate Change. $12.5 million annual savings.
Ø Eliminate Market Access Program. $200 million annual savings.
Ø USDA Sugar Program. $14 million annual savings.
Ø Subsidy to Organisation for Economic Co-operation and Development (OECD). $93 million annual savings.
Ø Eliminate the National Organic Certification Cost-Share Program. $56.2 million annual savings.
Ø Eliminate fund for Obamacare administrative costs. $900 million savings.
Ø Ready to Learn TV Program. $27 million savings.
Ø HUD Ph.D. Program.
Ø Deficit Reduction Check-Off Act.
